HDB BTO: Punggol Emerald and Punggol Waves

HDB is launching two new BTO projects today in Punggol Town – Punggol Emerald and Punggol Waves, offering a total of 1,429 flats.

The supply comprises 188 units of Studio Apartments (SA), 201 units of 3-room, 609 units of 4-room and 431 units of 5-room flats. 95% of the public supply of 3-, 4- and 5-room flats will be set aside for First-Timers.

Punggol Emerald and Punggol Waves

Punggol Emerald, located at the junction of Punggol Way and Punggol Central, will have 856 standard flats, comprising 188 units of Studio Apartments, 96 units of 3-room, 350 units of 4-room and 222 units of 5-room flats for sale. A mini-mart and a shop have been planned in this development.

Punggol Waves, located south of the future Punggol Town Centre and along Punggol Walk is Punggol Waves – a standard contract with 573 units, comprising 105 units of 3-room, 259 units of 4-room and 209 units of 5-room flats. A Student Care Centre will be provided in this development.


The selling prices for the flats (applicable to SC/SC households only) range from:

Punggol Emerald

  • $73,000 to $102,000 for a Studio Apartment;
  • $166,000 to $200,000 for a 3-room flat;
  • $262,000 to $323,000 for a 4-room flat; and
  • $333,000 to $403,000 for a 5-room flat

Punggol Waves

  • $150,000 to $186,000 for a 3-room flat;
  • $243,000 to $301,000 for a 4-room flat; and
  • $330,000 to $385,000 for a 5-room flat

The purchase of the Punggol BTO flats will come under the new conditions set in March 2010, to reinforce the privileges of citizenship.

So first-time buyers in a household comprising a Singapore Citizen and a Singapore Permanent Resident will have to pay a $10,000 premium on top of HDB’s selling price.

This covers the $10,000 housing subsidy that’s withheld for the of a new HDB flat or a resale flat with the CPF Housing Grant, and will be restored should the Singapore Permanent Resident family member take up citizenship or if the couple has a Singapore Citizen child while still in ownership of that flat.

Applications for the new flats can be submitted online from April 20 to May 3.

    We are both working retirees and have bought flats directly from HDB twice already. We are presently staying in a 4-room flat. Are we eligible to apply for the BTO in Ponggol for either a studio apartment or 3-room?. If we are eligible, do we have to pay the flat in full or through our CPF. Pls advise.
